We are going to submit the approved applications to Civil Service Bureau (“CSB”) for 4th batch subsidy disbursement by 31 December 2021, please be reminded to update the record with completed information / document in system by 15 December 2021 in order to allow us with reasonable time to vet and approve the submitted applications. Otherwise, the outstanding cases would be submitted for subsidy disbursement in the next 1st quarter 2022 (i.e. 31 March 2022) subject to the receipt of sufficient document.

For the 3rd batch of applications submitted to CSB by 30 September 2021, the expected date of subsidy disbursement would be made to HKAPMC in January 2022, after the receipt of subsidy, this would be made to your company by cheque to the correspondence address provided in the online application form.

As advised by Civil Service Bureau, the completion date of Job Creation Scheme for the Property Management Industry is extended to 30 June 2022. All terms and conditions currently in force will remain unchanged.

Every successful Applicant will be provided with a monthly subsidy for each eligible position approved under the Scheme for up to 12 months.

For example, if the staff joined on 1 July 2021, the subsidy will be disbursed to the Applicant up to 30 June 2022. However, if the staff jointed on 1 September 2021, the subsidy will be disbursed to the Applicant up to 30 June 2022. (i.e. the Applicant could only receive maximum 10 months subsidy in this case).

As there are some unused job quota surrender from members up till now, we would like to assess the extra quotas members may wish to apply (other than the previously assigned job quotas) in the 3rd round quota re-allocation exercise. Grateful if you could reply by return mail to HKAPMC on or before 31 July 2021 indicating the number extra quotas you would like to further take up.

The principle of re-allocation of the unused quotas currently in force will remain unchanged. A separate email would be sent to the Applicant concerned after the quota re-allocation exercise is completed.

Given our commitment of full utilization of the 3,000 job quotas to help create more job opportunities in the Property Management Industry with a view to alleviating the unemployment rate arising from the COVID-19 pandemic, please ensure all the extra quotas granted in the 3rd round quota re-allocation exercise are used up on or before 31 August 2021. No application would be accepted thereafter.

HKAPMC and CSB reserve the right to review the quotas distribution and application from time to time.

Given our commitment of full utilization of the 3,000 job quotas to help create more job opportunities in the Property Management Industry with a view to alleviating the unemployment rate arising from the COVID-19 pandemic, please ensure all the assigned job quotas are used up on or before 31 July 2021. No application would be accepted thereafter.

If you anticipate the assigned job quota could not be used up by 31 July 2021, much grateful if you could inform to HKAPMC by return mail on or before 16 July 2021 indicating the number of unused job quota you would like to release to other members’ companies.

For the 1st batch of applications submitted to CSB by 31 March 2021, after closely follow up with CSB, the expected date of subsidy disbursement would be made to HKAPMC by June 2021, after the receipt of subsidy, this would be made to your company by cheque to the correspondence address provided in the online application form.

As advised by Civil Service Bureau(“CSB”), please find the revised administrative arrangement for the approved application and the latest update on the first batch of subsidy disbursement as follows : -

1) Given the submitted application would be approved month by month, the change of approved application is not allowed once the approval obtained by the Secretariat of Job Creation Scheme.

2) To facilitate the first time subsidy disbursement, CSB needs more time to vet and approve the submitted cases, the expected date of subsidy disbursement in 4-6 weeks after each quarter end may be much delayed, after the receipt of subsidy from CSB, this would be made to your company by cheque to the correspondence address provided in the online application form.

*Please be reminded to fully utilize the number of assigned job quotas (the replaced staff is not counted as one new quota), otherwise, all the unused job quotas (including no registration in Job Creation Scheme System and registered as ‘recruit in progress’ application) for members’ companies / associate members’ companies / their group companies as at 31 May 2021 would automatically be re-distributed to other members subject to final decision of CSB and HKAPMC.

In addition, no extra quota would be granted to the companies in the 2nd round quota request if they could not use up all the assigned job quotas [original quota + additional quota in the first round quota allocation] as at 31 May 2021.

To expedite effective use of job quotas following discussion with Civil Service Bureau (CSB), please find the revised administrative arrangements requiring timely return of application and re-allocation of the unused quota as follows : -

Unused job quota re-allocation:
1) No registration in Job Creation Scheme System
2) Registered as ‘recruit in progress’ application

All the above unused job quotas for members’ companies / associate members’ companies / their group companies as at 31 May 2021 would automatically be re-distributed to other members subject to final decision of CSB and HKAPMC.

In order to assess the additional quotas members may wish to apply (excluding the previously assigned job quotas on 9 April 2021), much grateful if you could reply by return mail to HKAPMC on or before 7 May 2021 indicating the number extra jobs you would like to further take up. The principle of re-allocation of the unused quotas currently in force will remain unchanged. A separate email would be sent to the Applicant concerned after the quota re-allocation exercise is completed.

Please find the following keynotes regarding the request for additional job quota and submission deadline of approved cases to CSB by first quarter end.

1) Request for additional job quota
As at 24 March 2021, we have received the written confirmation by some employers to indicate they would not join the Job Creation Scheme, therefore, some unused quotas could be released and re-distributed to other members at this stage. The principle of allocation the unused quotas would remain the same as the current ratio between Full Member and Associate Member.

In order to know how many Applicants are interested in requesting for additional job quota, please indicate your interest by replying to us on or before 1 April 2021. The separate email would be sent to the employer after the quota allocation is completed. Nil return would be assumed as you would not request for additional job quota.

2) Submission deadline of approved cases to CSB by first quarter end (i.e. 31 March 2021) We are going to submit the approved applications to CSB for subsidy disbursement, please be reminded to update and/or upload the outstanding information / document by 31 March 2021. Otherwise, the outstanding cases will be disbursed by the next quarter (i.e. 30 June 2021) subject to the receipt of sufficient document.

In order to increase the number of usage for job quota, please find the following rules to call for the return of applications and job quota arrangement.

For members’ companies / associate members’ companies / their group’s companies without submitting 50% recruited jobs quotas (Recruit in progress would not be counted) as at 31 May 2021, for the sake of effectively utilisation of job quota within the reasonable timeframe, we would automatically reduce their jobs quotas to 15 (full member) and 6 (associate member) respectively and re-distribute the unused quotas to other members subject to the decision of HKAPMC. HKAPMC reserves the right to review the quotas distribution from time to time.
